Retired law enforcement officer, Air Force veteran, and 17-year intelligence community professional. Jeffrey deployed to Iraq as an Intelligence Capacity Team Lead and served as a Full Motion Video Analyst in DCGS operations. His career spans ISR supervision, criminal investigation, drug recognition screening, and juvenile liaison work. He founded Native Brigade to build the systems that protect children when minutes matter most, and Children Such As These to ensure every rescued child has a path to healing.

Her career includes building high-trust partnerships and shaping organizational strategy across defense and commercial sectors.

Loy leads TPG's operational strategy, compliance architecture, and organizational scalability. A Marine Corps Judge Advocate and corporate executive, he brings more than 30 years of experience across national security, higher education leadership, and complex organizational management — including service as the senior legal officer for a joint DoD/State Department organization supporting global embassy operations. Loy is also the architect of the Digital Child Safe Ecosystem, ChildSafe.dev General Counsel, and a published author.

The partnership brings together Native Brigade's operational expertise in child protection technology with The Proudfoot Group's established government contracting relationships, AI governance frameworks, and experience navigating federal procurement — accelerating deployment of Sentinel Guard and Adams Watch to federal, state, and local agencies nationwide.
